The Pan African Virtual and E-University (PAVEU) provides affordable, accredited tertiary and continuing education via digital platforms to students across all 55 AU member states, helping close Africa's tertiary enrolment gap where the continental rate of roughly 9% remains far below the global average of 38%.
Progress to date
PAVEU was launched in December 2019 and is headquartered in Yaounde, Cameroon. It operates through a network of African universities, delivering programmes in ICT, business, and applied sciences. Enrolment has grown steadily across the continent, with the platform now serving students in all AU member states.
Challenges
Limited electricity and broadband access in rural areas, low device ownership among prospective students, and the need to expand accredited programme offerings to match local labour market demands remain core barriers to scale.
Next steps
PAVEU is expanding its academic partnerships, adding programmes aligned with the AfCFTA skills agenda, and working with national education ministries to ensure credits are recognised across borders by 2027.
